How does Event Horizon mitigate sybil attacks?

Given that Event Horizon tries boost participation by enfranchising retail voices, it's important that each user only gets one agent so as to not slice the pie more than is needed. To this end we've put in place several measures to minimize the risk of sybil. These include:

• VPN blocking

• IP tracking

• other internal agent monitoring systems

No sybil solution will be perfect, but as Event Horizon scales, the risk of "poisoning the well" from a given actor becomes smaller over time. If an actor is able to spin up a few agents, their total voting power relative to the rest of the pool will only shrink as the overall swarm grows. Additionally, all good agents are constantly voting leading to a natural watering down of sybil agents' control.
